Job Description Advisor, Strategy and Corporate Performance Regular Full-Time The Advisor, Strategy and Corporate Performance will provide direction and advice to senior management in the Corporation regarding the development and implementation of the Strategic Plan, Term of Council Priorities, program master plans, business plans and other corporate and/or program strategies ensuring Council and stakeholder engagement is the key element of such plans.

You will develop and lead strategic planning to ensure that measures associated with the strategic plan, program master plans and service inventory are coordinated and reported at a strategic level to inform future policy and program development.

You will specifically be responsible for implementation of the Integrated Planning Framework within the Corporation with specific emphasis on successful integration of the Regional Official Plan, the corporate strategic plan and corporate budget process.

You will develop standards and supports to advance strategy development across the organization working closely with departmental strategy leads.

You will work closely with other planning teams on official plans, strategic plans and provincial legislation and policies; and coordinate various regional committees as required.

Major Responsibilities: Reporting to the Manager, Strategy and Corporate Performance, you will develop and lead strategic planning and work closely with departmental planning teams, the Corporate Project Management Office, the Executive Office and the Executive Leadership Team to ensure overall success of integrated strategic and business planning in the Corporation.

You must be successful in addressing organizational culture and change management initiatives and ensure knowledge transfer and exchange across the organization.

You will liaise with every level of government, the private sector, the public and political leaders.

This is important to success in this position.

Other duties include: participating in and leading inter-departmental and inter-municipal as well as GTA wide initiatives in strategic and business planning; collaborating in a team environment demonstrating leadership in addressing complex and controversial issues.

Proven leadership on corporate committees is essential to success in this position.

You will attend and make presentations to Council, stakeholder groups and the public.

Qualifications: A Master’s or Honours degree in, Public Administration, Finance, Business Administration, Urban Planning or related field plus expert knowledge and further specialization in the strategic planning field is required with emphasis on the integrated planning framework.

Expert knowledge and understanding of provincial, GTA, regional and local issues.

Demonstrated knowledge of strategic and business planning, its various components and the policy making process.

Strong knowledge of planning for sustainability and its economic, environmental, social and cultural considerations.

Proven ability to influence and manage complex corporate change initiatives.

Proven ability to lead and complete major programs and projects involving multiple participants.

Ability to lead, manage and motivate a professional team.

Proven ability to work in a multi-disciplinary team environment.

Superior analytical and problem solving skills (involving multi-stakeholder interests).

Communication Skills: Advanced verbal and written communication skills required to write and deliver reports to Regional Council, ELT, Commissioners, senior leadership teams, external agencies/associates and stakeholders.

Advanced ability to write Council Reports, briefing materials, newsletters, bulletins, and general correspondence Proven ability to chair meetings, lead consultations and facilitate discussions with internal and external stakeholders and other groups (i.e.

Council, senior staff, staff, network groups, government agencies, etc.) Information Analysis and Problem Solving: Research and analyze complex program matters providing program alternatives and providing substantive recommendations.

Organize Public Meetings to enable the community to have a say in the process.

Develop major program changes and have excellent analytical and problem-solving skills (involving multi-stakeholder interests), and advanced project management skills.

This analysis and reporting is at a strategic level and most commonly be reflected in the strategic plan, program and master plans, the regional official plan and the region’s official plan monitoring program.

Interpretation of positions held by other professionals, stated within the language of such professionals (planning, legal, consultants etc.).

Internal Contacts: Must be able to persuade stakeholders, while managing their expectations, to meet scheduled milestones and make significant progress on managing this corporate change initiative related to the integrated planning framework.

Must work closely with the Corporate Project Management Office, planning groups within all departments, as well as the executive office in order to ensure success.

External Contacts: Liaison with every level of government, the private sector, the public and political leaders, is critically important to success in this position.

Other duties include: participating and leading inter-departmental and inter-municipal as well as GTA-wide projects, acting as the Region’s representative on federal and provincial policy committees; collaborating in a team environment, and showing leadership to address complex and controversial issues.

Guidance in Decision Making: The advisor work is based on interpretation of corporate and departmental policies, strategic plans, objectives and priorities in the context of corporate wide objectives.

Use considerable judgment to arrive at recommendations or conclusions.

Must be able to explain the decisions/recommendations in political and public forums and explain the courses of action required to resolve an issue.

Impact of Decisions on Programs or Services: Decisions considerably impact the strategic direction and implementation of integrated planning (strategy development), development of major products such as the Strategic Plan and consultation/engagement with Councilors and executive management in order to achieve the department/division/corporate overall objectives.
