Adecco is currently recruiting for a Procurement Consultant for a 1- year contract with possibility of extension with our Crown Corporation Client in Ottawa, ON. The successful candidate must hold a valid Reliability Security Clearance or to be eligible.
The Procurement Consultant will have the following responsibilities:
Be responsible for leading, planning, conducting and controlling all aspects of procurement initiatives and activities under their signing authority and ensures these activities are in compliance with legal requirements;
Initiate and conduct planning with client groups, lead cross-functional teams in the supplier sourcing/contracting process and prepare and issues Trade Treaty compliant RFP/RFQ documents;
Co-ordinate clarification responses, and ensure evaluation criteria are complete and valid;
Lead and conduct proposal evaluation and analyze corporate requirements to ensure lowest life cycle costs are met;
Conduct negotiations for the acquisition of goods and/or services, including the negotiation of contract terms, and pricing within strict timeframes;
Develop and finalize contracts and related support documentation ensuring fully defined conditions, and seeking the proper approvals as required;
Seek input/support from client group and budget holder to ensure mutual understanding and agreement when executing tasks;
Implement corporate policies, procedures and quality control standards, prepare business briefings to respond to management, supplier debriefings; award contract to successful supplier/contractor and notify the unsuccessful suppliers;
Ensure supplier performance and all elements of the goods and/or services are delivered in accordance with the statement of requirements and/or specifications;
Monitor contract deliverables, including spend analysis, to ensure that all elements of the goods or services are delivered in accordance with the scope of work, identify and resolve issues between the supplier and the clients;
Engage with end users and monitor and maintain e-Catalogue requirements, including validating pricing;
Educate and interpret procurement policies and procedures to clients and develop procurement timelines with clients and suppliers;
Collect, organize, and interpret data collected from internal and external sources and present findings to management.
The Procurement Consultant must meet the following mandatory requirements:
University degree in a relevant discipline such as Commerce, Finance, Purchasing or Engineering OR a college degree of 3+ years in Purchasing or Supply Chain Management;
Minimum 3 years’ experience working in a Procurement department;
Experience in the issuance and evaluation of RFP’s, RFQ’s, ITT’s, RFI’s, experience in Procurement planning, business case development, supplier development, and working knowledge of applicable trade agreements and industry standards;
Strong experience with Microsoft Office Suite;
Supply Chain Management Association (SCMA) of Canada, SCMP / CSCMP Designation or working towards designation are considered as an asset;
Must have strong communication skills.
Experience utilizing and working within SAP and Ariba is an asset.
