Manager – Outside Plant Infrastructure

Xplornet Communications Inc.

This is a Contract position in Timmins, ON posted March 23, 2021.

As our Manager of Outside Plant Infrastructure, you will lead a team responsible for providing operational services to the broader organization.

Services provided by the team include: GIS, CAD, records management, infrastructure locates and management of ongoing infrastructure operational costs.

Initially your team will be responsible for building out a fibre asset management solution supporting Xplornet’s national fibre optic network.

As your team settles into an operating rhythm, the asset management solution and the services provided by your team will help facilitate future operational and planning functions as they relate to the newly constructed and existing networks.

Through close collaboration and communication with the Engineering and Construction teams, you will assist in the development of optimized network design and documentation processes.

Close collaboration will also be required with the IP Operations and Field Operations teams to ensure smooth go-live transitions for new infrastructure.

This position reports to the Senior Manager, Fibre Construction with a preferred work location in Calgary Alberta.

Key responsibilities include:
• Develop a GIS based asset management solution supporting all outside plant assets associated with Xplornet’s fibre optic networks nationally
• Develop processes to incorporate As-Built data including power pole information, CAD drawings, outside plant assets (fibre inventory and associated support structure) and splice information into the asset management solution
• Oversee the development of a solution for managing outside plant operational agreements (JUA, MAA, MOT, Crossing, Linear Tax) and ensuring ongoing financial obligations are met
• Ensure all buried infrastructure is registered with provincial first-call organizations and develop processes for screening and processing locate requests
• Work with engineering teams in the development of new networks and network extensions
• Coordinating road move requests from municipalities or provincial transportation departments with Xplornet’s Fibre Design and Construction teams for implementation
• Document standards for GIS and CAD work products for use by the organization including research into how GIS tools could be used to support the generation of ready-for-construction drawing packages
• Work with municipalities to ensure CAD and GIS standards meet the requirements of external approval authorities and ensuring submission of as-built documentation to these authorities is completed
• Develop workflows and documentation allowing the broader organization to access and leverage the GIS database
• Work with the business development and sales teams to leverage network maps and other visualizations to identify potential sales opportunities
• Maintain a suite of network maps, based on GIS solution, for use by teams across the organization, e.g.

engineering, sales and marketing The ideal candidate will possess:
• Bachelor of Science degree in Engineering or Geography with an emphasis in GIS, or equivalent experience
• Minimum 5 to 8 years of management experience leading a GIS or CAD team, preferably in a telecommunications company
• Extensive experience using and leveraging applications such as AutoCAD, QGIS, Google Earth, Vetro Fibre Map
• Experience selecting vendors / technologies and implementing new GIS solutions
• Solid understanding of fibre optic network technologies
• Solid understanding of FTTx network topologies and components
• Good understanding of Common Language Location Identifier standards, e.g.

Telcordia or equivalent
• Experience dealing with directly with municipalities ensuring their information requirements are met
• Creative thinker with knowledge on a variety of methods for describing geographic information and willingness to collaborate with peers to design fit for purpose solutions
• Problem solver adept at using specialized GIS solutions to research, identify and validate important information
• Demonstrated ability to collaborate with external resources to assess and source GIS data, e.g.

cadastral data
• Proven ability to collaborate and work across functions / teams ensuring successful project deliveries
• Excellent written and verbal communication skills
• Good computer skills, particularly in the use of Microsoft products including Visio, PowerPoint, Outlook, Word and Excel
• Willingness to travel occasionally
• Attention to detail ensuring accurate documentation and written standards are created for use by network peers
