The Provincial Manager, Architecture and Technology Services is responsible for four (4) service lines: Workstation and Mobility Services (WAMS) Network, Server and Storage infrastructure Services Architecture, Integration and Database Services IT technical and operational Security Specific Accountabilities Leads the development of the overall technical architecture and IT infrastructure Manages the lifecycle of products and systems, including evergreen programs for refresh of end-user devices, network, compute and storage infrastructure.

Decommissions obsolete and unsupported hardware and software infrastructure aggressively Leverages provincial hardware and software contracts to achieve economies of scale while ensuring that the Agency maintains autonomy in delivering on our technical service lines.

Reviews hardware and software acquisition and maintenance contracts to ensure the Agency is getting good return on investments.

Collaborates with the Provincial Managers of Clinical Management Systems and Population Health and Analytics to ensure that the overall technical architecture and IT infrastructure supports the delivery of world class information technology services and supports to the clinicians, business users and researchers that use the systems to provide patient care, deliver programs and perform research activities.

Collaborates with colleagues at eHealth Saskatchewan and the Saskatchewan Health Authority to ensure that the appropriate IT infrastructure is in place to enable the Agency to seamlessly receive the information required.

Ensures continuous delivery of IT services by monitoring of IT systems performance.

Job Qualifications POSITION QUALIFICATIONS: Bachelor degree in Computer Science, Engineering, Business Administration or equivalent combination of education, certifications and experience.

Five (5) years experience managing complex information technology networks, server and storage environments including hardware platforms, enterprise software applications and network security.

Five (5) years experience in a leadership role.

Substantial experience in technology architecture, planning and execution.

Additional Information SKILLS: Excellent understanding of systems design and development from operating requirements through to day-to-day management.

Strong interpersonal, planning, organization, facilitation, analytical, problem-solving, conflict resolution skills.

Ability to motivate and coach employees, teams, and departments to achieve Agency goals and department objectives.

Ability to establish and maintain positive working relationships with many individuals and groups including staff, unions and general public.

Ability to negotiate contracts and support agreements.

Ability to work independently and as a member of a multi-disciplinary team.

Solid leadership and management competencies, consistent with Agency expectations for individuals in leadership and management roles.

Ability to communicate highly technical concepts to a non-technical audience.

Good understanding of specialized networks, data processing, hardware platforms, enterprise software applications, integration engines, HL7 messaging, security and outsourced services, including Cloud services.

Demonstrated ability to apply information technology in solving organizational problems.

In depth knowledge of applicable laws and regulations as they relate to healthcare IT.

Ability to set and manage priorities judiciously.

Ability to manage employees in other physical locations, travel within the province and flex workday hours to accommodate service delivery.
