TNO – THE NEIGHBOURHOOD ORGANIZATION (TNO, formerly Thorncliffe Neighbourhood Office) is a community based multicultural, multi-service agency which offers a broad range of programs to serve Thorncliffe Park, Flemingdon Park, St. James Town, Crescent Town and the surrounding communities through strengthening the quality of individual and community life.

Program Descriptions:

The Newcomer Support Services provides services that facilitate social, economic and civic integrations of newcomers into society. Services provided include needs assessment, service planning, information and referrals, reception and orientation, translation, interpretation and introduction to community resources.

The position provides overall management and supervision of the day-to-day operations of Settlement Services provided by TNO. The Manager is a member of the management team of TNO and reports to the Director of Newcomer Services. The Manager is responsible for monitoring of program budgets and funding proposals. Besides ensuring that the agency’s policies and procedures are implemented in their programs, the Manager provides support and direction to any team as they conduct their duty. The Manager ensures that services are provided with care, client centered approach, compassion and professionalism and responsible for enabling adoption of best practices in service delivery and meeting TNO’s client bill of rights and anti-racism & anti-oppression framework. The Manager is responsible for/will participate in developing strategic priorities, program brand and establishing TNO as a leader among the community services sector.

The Manager provides support to program staff; leveraging and collaborating with other TNO programs; provide integrated service delivery and ensures that program objectives and TNO’s goals are met. The Manager represents the agency at community events and other stakeholder’s activities and meetings; supports and actively engages in TNO’s community development principles and initiatives that are derived from current TNO’s Strategic Directions.

Main Tasks and Responsibilities:

  • Manage the program including day-to-day operations, work planning, budgeting, client/funder liaison, reporting and the program’s financial and human resources
  • Support the development and implementation of overall strategic goals and operational plans of TNO
  • Develop program work plan, program evaluation criteria and program impact in support of providing excellent services
  • Prepare monthly reports and ad hoc reports requested by funders and the agency, program related records/documentation and process financial documents
  • Manage the program funding on a day-to-day basis by overseeing financial transactions and budget reports, support the development of funding proposals
  • Identify, evaluate and control risks to the program, develop solutions as appropriate
  • Manage and lead staff in the delivery of program activities by providing advice, assistance, and training/guidance, while promoting a culture of meeting client & neighbourhood needs and teamwork
  • Improve work processes; remove overlaps, streamline processes, identify service gaps and improve services to clients
  • Facilitate the development and maintenance of strong collaborative working relationships with the community we serve and external partners and stakeholders. Develop networks to help advance TNO’s objectives

Education and Experience

Education:

  • Undergraduate degree in social sciences, business administration, or a related field 
  • Master’s degree in social sciences, business administration or related field, or equivalent education and experience an asset

Experience and Skills:

  • Five plus years’ experience supervising staff in a client-oriented organization 
  • Two plus years’ of experience working with clients at various levels in the community social agency in the area of this program
  • In-depth knowledge of the Settlement Services; demonstrated understanding of local community issues, priorities and needs including challenges facing newcomers to Canada
  • Solid understanding of the newcomer services, trends and needs, its stakeholders, community programs and funding proposal procedures
  • Experience working in a fast-paced, client support environment; managing staff in a client-focused environment within a neighbourhood and community development framework
  • Proficient at developing quality reports and deliverables using PowerPoint, Excel, and Word
  • Excellent English communications skills, ability to speak/write other languages would be an asset
  • Experience working with and upholding anti-oppression principles

Working Conditions:

Hours of Work

Regular work week will be 35 hours, not including lunch break.

Flexible to work between 8:30am to 8pm, besides evening shifts and weekends as decided by program requirements.

Location

This position will be located within any of TNO locations based on community and program requirements. The locations (multiple) for this position may be added or moved to new addresses in the future according to the community and program requirements.
