Manager, Volunteer Mobilization

WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million.

We have a staff of over 90 people in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada (GAC), the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, and the African Development Bank.

Globally, we work with a network of higher education institutions, civil society organizations, private sector partners, professionals, students, volunteers, faculty and community leaders to achieve our mission.

The volunteer cooperation program is currently jointly implemented by WUSC and the Centre for International Studies and Cooperation (CECI).

The program supports economic empowerment of marginalized populations, especially women and youth.

Critical to the success of our program is the capacity building of our local partners, through the important input of skilled volunteers, placed with the right partner, at the right time.

WUSC works with institutions and individuals to identify, prepare and support volunteers who travel overseas to support our partners for various durations of time.

As of April 1st 2020, WUSC anticipates delivering this program independently, and as a result are seeking an experienced professional to join our team to manage this important transition.

NATURE AND SCOPE : Under the direction of the Director, Volunteer Cooperation, the Manager, Volunteer Mobilization will lead a team responsible for volunteer planning, recruitment and preparation in an international development context and program.

The Manager, Volunteer Mobilization will work with various WUSC programs to identify their volunteer mobilization needs, and develop efficient and effective strategies to meet these needs.

The Manager will work with the recruitment and mobilization teams to implement sourcing strategies, and build and execute recruitment campaigns to identify, attract and prepare up to 300 top volunteer personnel annually to our field teams in Africa, Asia and Latin America.

Given the transition noted above, the first 6 months of this role will focus on shadowing and supporting the current Coordinator for Volunteer Mobilization, while developing plans for WUSC to directly implement the program as of April 1st 2020.

RESPONSIBILITIES : Management of Volunteer Mobilization: Coordinate the annual planning for different categories and streams of volunteering (student, corporate and long-term), in collaboration with program, finance and country teams; Develop and execute a volunteer mobilisation lifecycle that contributes to positive candidate experience and ongoing relationships, including those with institutional partners; Supervise the work of volunteer mobilization team members, including planning, performance management and professional development; Collaborate with the Director, Volunteer Cooperation and other colleagues to develop and manage the budget as it relates to volunteer recruitment and training; Identify performance measurement standards for volunteer recruitment and retention and report regularly against targets to senior management and team members; Ensure that performance measurement and lessons learned contribute to improved volunteer recruitment practices through adaptive management; Management of the Recruitment Cycle of Volunteers: Remain current on recruiting industry trends and best practices, particularly for international volunteer recruitment strategies, tailor WUSC’s recruitment strategies accordingly; Work with the recruitment team to ensure that recruitment strategies are aligned to the needs of the Program’s Southern partners; Collaborate in Volunteer Recruitment Marketing: Help articulate and define WUSC’s culture and key distinctions as a volunteer sending organization to advance its market position and attract quality candidates; In collaboration with the communications team, and in accordance with the WUSC brand guide, develop and oversee the implementation of a volunteer recruitment marketing strategy; Support market research, and campaign development and implementation for specific audiences and volunteer opportunities (e.g.

professional associations, cultural communities, different career stages); Collaborate with internal and external communications and marketing experts to develop and refine WUSC’s volunteer marketing; Act as an ambassador of the WUSC brand, taking an active role to promote WUSC and WUSC volunteer placements through networks, social media, private sector and university partnerships, etc.; Management of Volunteer Training and Support: Support continuous improvements to the quality and relevance of volunteer preparation and support, including specific tailoring for specific groups of volunteers (ie.

short-term, long term, student, professional, etc.); Provide oversight on the administration of volunteer contracts, insurance, terms and conditions and allowances for volunteers, ensuring clarity and consistency; Ensure pre-departure training for volunteers includes WUSC’s Code of Conduct, safeguarding and security protocols and other relevant policies; Work with internal and external subject-matter (ie.

safety, cross-cultural communication, gender equality) and pedagogical (ie.

adult learning, online learning) experts to refine WUSC’s volunteer training program; Work alongside colleagues to ensure continuous volunteer support throughout their mandates, including before, during and after their volunteer placement; QUALIFICATIONS AND COMPETENCIES: Qualifications Minimum of 10 years experience in human resources / volunteer cooperation / program management; 3 years experience in international volunteer sending (or similar) programs; Strong experience in human resource management; Overseas experience in Africa, Asia, the Caribbean and or Latin America; Passion for talent acquisition and significant experience identifying, attracting and closing candidates, with preference given to applicants with experience sourcing candidates for international postings in developing countries; Strong technology skills, including experience with applicant tracking systems (ATS) is a strong asset; Understanding of intercultural adaptation and understanding of the labor markets.

Competencies Excellent interpersonal skills and demonstrated capacity to work in partnership and with different cultural groups; staff and volunteers; Good oral and written communication skills: clear, concise, persuasive writing style; Sound judgement and discretion in handling sensitive issues; Ability to do external representation, including working with networks and partners; Excellent administration and organizational skills, including the ability to prioritize tasks and handle multiple initiatives simultaneously; Good training and presentation skills; Experience in working with volunteers in a development program is a strong asset.

Education/ Training Bachelor’s degree in a related field (human resources, marketing, social sciences, international development); Master’s degree in a related field an asset.
