Project manager – gender mainstreaming in parliaments

Convening the national legislatures from North, Central and South America and the Caribbean, ParlAmericas works to strengthen democratic governance in the hemisphere by enhancing the ability of legislators to fulfill their roles and responsibilities through exchanges of good practices, the production of tailored resources, and by promoting cooperative political dialogue between parliaments and with civil society organizations at a regional and national level.

The International Secretariat of ParlAmericas is headquartered in Ottawa, Canada.As part of its Gender Equality program, ParlAmericas supports parliamentary efforts to advance gender-sensitive legislative actions and institutional practices. DESCRIPTIONWorking in close collaboration with the Deputy Director – Gender Equality and Communications, the Project Manager – Gender Mainstreaming in Parliaments will assume leadership for the planning and implementation of the primary project, a gender audit, described below.

They will additionally provide support for secondary projects related to gender mainstreaming in ParlAmericas’ member parliaments in Latin America. Primary project: National gender audit of parliament (Latin American country)The objectives of this audit are to gather information and build understanding of the strengths and gaps in the selected parliament’s infrastructure, operations, protocols and culture from a gender perspective.

The audit process will be carried out using an inclusive methodology involving consultations with a wide range of stakeholders, which will inform the development of an action plan prioritizing concrete follow-up steps based on the audit’s findings.Primary project responsibilities / deliverables
· Finalize a literature review on global good practices for gender auditing, focusing on practices relevant to parliamentary institutions
· Support the development of a tailored methodology for the audit process in the identified Latin American parliament
· Conduct research, data collection and analysis, as well as design indicators, questionnaires and other self-assessment tools for the parliament’s audit 
· Draft / adapt methodologies, questionnaires, briefings, correspondence, outreach materials, online content and the final report or action plan for the gender audit
· Support the planning and implementation of consultations, interviews and meetings held as part of the gender audit, liaising with the host parliament and other partners as necessary
· Assist with the tracking and reconciliation of project expenditures within established budgets in accordance with ParlAmericas procurement and finance procedures
· Ensure that the project’s outputs and outcomes are collected in a timely matter and assist with the drafting of relevant sections of the report to the project’s donorSecondary responsibilities / deliverables:
· Contribute to the development and production of knowledge resources for parliamentarians about gender equality issues (policy guides, toolkits, reports)
· Conduct interviews for a research project on violence against women in politics with parliamentarians from across the hemisphere
· Support team members and take on other tasks as required for the delivery of ParlAmericas’ Gender Equality programming in Latin America QUALIFICATIONS
· Exceptional writing abilities in Spanish
· A minimum of five (5) years of gender equality and/or democratic development project delivery experience (in Latin America, strongly preferred)
· Experience with intersectional gender analysis and technical assistance for projects on institutional gender mainstreaming and women’s political participation
· Strong understanding of parliamentary institutions, political dynamics and culture in Latin America
· Strong qualitative and quantitative research abilities
· Excellent capacity building skills, with demonstrated experience in training and facilitation preferred
· Strong relationship-building, political acumen and sensitivity, and diplomacy skills
· Excellent analytical, organizational and negotiation skills, and the ability to work effectively in fluid and complex political environments
· Demonstrated flexibility, creative problem solving and entrepreneurial spirit
· Ability to work independently and as part of a small team using initiative and judgment, and to provide support and guidance to counterparts in Latin American parliaments WORKING CONDITIONS AND ENVIRONMENTParlAmericas is a small, dynamic, open-concept office environment, requiring good communication and collaboration among all ParlAmericas staff.This is a full-time term position based in Ottawa, Canada, which may require some international travel and irregular work hours to support the implementation of project activities.
